Angela Rheingans, President & CEO
As President & CEO, Angela leads efforts to drive sustainable economic growth across the community. She works closely with businesses of all sizes, from entrepreneurs and small businesses, to established employers and new corporate investments, to identify needs, develop solutions, and collaborate with public and private partners to support long-term community success. Her focus on both new and existing business support recognizes that while business attraction is essential, the majority of job creation comes from the growth and expansion of existing primary and small businesses already rooted in the community.
Angela also plays a key role in guiding development at the Crossroads Business Park. The park continues to expand with a new industrial road planned for completion in 2027, unlocking more than 110 acres of shovel-ready industrial land. Eleven lots of varying sizes will accommodate businesses with both large and smaller footprints. Angela works directly with prospective and expanding businesses to discuss site availability, assist in securing local and state incentives, and provide information on workforce resources and training opportunities.
Angela is a graduate of the Oklahoma University Economic Development Institute (OUEDI), holds the Institute of Organizational Management (IOM) certification from the U.S. Chamber of Commerce, and earned a Bachelor of Arts in Business, Marketing, and Management from Augustana College. She is a past president and current board member of the Professional Developers of Iowa (PDI), a Leadership Iowa graduate through the Association of Business & Industry (ABI), and a member of the National Rural Economic Developers Association (NREDA) and the Iowa Association of Chambers of Commerce (IACC). She served 12 years as an elected member of the Central DeWitt School Board.
Angela lives in DeWitt with her husband, son, and two dachshunds. Her twins both attend Iowa State University.

LeAnn Schaefer, Events, Program, & Marketing Coordinator
LeAnn manages the planning and execution of major community events like Tunes in Town, DeWitt’s Wine Walk, Movies in the Park, the DCDC Golf Bash, Autumn Fest, Hometown Christmas, and more. She also organizes networking events and professional development opportunities for DCDC members and leads Success Roundtables for students from Central DeWitt, Cal-Wheat, and Northeast.
A Morrison High School alum, LeAnn earned a volleyball scholarship to Sauk Valley Community College. Before joining the DCDC full-time, she served as Executive Director of the Morrison Chamber of Commerce and owned LeAnn’s Dance Connection for 21 years. LeAnn lives in Morrison with her husband and three children. She enjoys music, traveling, hiking, volleyball, and watching her kids’ sports.

April Carpenter, Member Services Coordinator
As the Member Services Coordinator for the DCDC, April plays a vital role in the day-to-day operations of the organization. She is responsible for addressing community inquiries, assisting members in maximizing their benefits, tracking Chamber Buck transactions, helping with event activities, and overseeing bookkeeping tasks.
April holds a degree in Business Management and Marketing from St. Ambrose University. A lifelong resident of Wheatland, April lives with her husband, Brad, their youngest son, Jace, and their Aussie, Charlie. Outside of work, she enjoys volunteering in the community, traveling, visiting her older children, and exploring local wineries.
April is thrilled to be back working in DeWitt and looks forward to enjoying all that the community has to offer on a daily basis.
